Saifai University Rape Case: Expert Team Comes From Kanpur, Decisive Meeting Will Be Held Today

The investigation into the rape of a mentally retarded woman in the Department of Psychiatry of Saifai University has intensified. With the help of the expert team of Kanpur, the statement of the victim has been recorded under Section 164, which is being considered as important evidence in the judicial process. The decision to take action on the report of the inquiry committee will be taken in the executive council meeting of the university today. The accused sweeper has already been arrested.

On the other hand, a meeting of the Executive Council of the University Administration will be held on Saturday, in which the decision on action will be taken based on the report of the Inquiry Committee.

The biggest challenge for the police team investigating the case was to record the statement of the victim, because she is unable to speak, hear and understand normally. In such a situation, a two-member expert team was called from Kanpur, which included one female and one male expert. These experts played an important role in recording the victim's statement in the court by understanding her body language, signals and mental state.

According to sources, the statements recorded in the court under Section 164 are considered very important in this entire case, because it is the official version of the victim taken under the judicial process, which is considered as strong evidence in the court.

The police have already sent the DNA samples of the victim and the accused to the Forensic Science Laboratory and now after recording the statement, the investigation has become even stronger. The officials involved in the investigation are trying to strengthen the entire incident on the basis of scientific and legal evidence, so that the case can be effectively presented in the court.

On the other hand, the University Administration has called a meeting of the Executive Council today on March 28, in which the report submitted by the 9-member inquiry committee will be considered. In this meeting it will be decided at what level of negligence took place in this entire episode and what action will be taken against which officers and employees.

It is noteworthy that on June 14, 2025, an unidentified woman, about 38 years old, was admitted to the mental illness department, who is unable to speak, hear and understand and was under treatment for a long time. During a routine checkup on March 17, 2026, it was confirmed that she was about five months pregnant, after which the entire matter was revealed. In the preliminary investigation, cleaning worker Ravindra Kumar Balmiki, resident of Lakhna, police station Bakewar, district Etawah was made an accused, who has been arrested by the police and sent to jail.

After the incident, the university administration, along with removing the head of the department, removed more than a dozen employees posted in the concerned ward and constituted a 9-member committee to investigate the entire matter. Now everyone's eyes are fixed on major decisions in this entire episode.
